fix(ftplugin): source Lua files after Vimscript files per directory

Problem: Lua ftplugins in runtime take precedence over Vimscript
ftplugins in user configs (even in `after/`).
Solution: Source ftplugins separately per directory, first Vimscript
then Lua.
