build: use modern cmake (#21589)
Replace old-school cmake with the so-called "Modern CMake", meaning
preferring using targets and properties over directory settings and
variables. This allows greater flexibility, robustness and clarity over
how the code works.

The following deprecated commands will be replaced with their modern
alternatives that operates on a specific target, rather than all targets
in the current directory:

- add_compile_options -> target_compile_options
- include_directories -> target_include_directories
- link_libraries -> target_link_libraries
- add_definitions -> target_compile_definitions

There are mainly four main targets that we currently use: nvim, libnvim,
nvim-test (used by unittests) and ${texe} (used by
check-single-includes). The goal is to explicitly define the
dependencies of each target fully, rather than having everything be
dependent on everything else.

67535b5940 test/env: multibyte env var to child process
Note: the test fails on non-Windows CI (Travis linux, Quickbuild bsd):
even on master before the env.c changes in this patch-series.
Maybe the unix part of printenv-test.c needs to be revisited.

74aef89720 term: use an argument vector for termopen().
Old behaviour: termopen('cmd') would run `&shell &shcf "cmd"`, which
caused the functional tests to fail on some systems due to the process
not "owning" the terminal. Also, it is inconsistent with jobstart().

Modify termopen() so that &shell is not invoked, but maintain the old
behaviour with :terminal. Factor the common code for building the
argument vector from jobstart() and modify the functional tests to call
termopen() instead of :terminal (fixes #2354).

Also:
 * Add a 'name' option for termopen() so that `:terminal {cmd}` produces
   a buffer named "term//{cwd}/{cmd}" and termopen() users can customize
   the name.
 * Update the documentation.
 * Add functional tests for `:terminal` sinse its behaviour now differs
   from termopen(). Add "test/functional/fixtures/shell-test.c" and move
   "test/functional/job/tty-test.c" there, too.
