Problem:
'listchars' (in particular multispace) breaks visual heading due to
`Whitespace` highlight group.
Solution:
Disable 'list' (and thus all listchars) by default for `checkhealth`
files.

This reverts commit 4382d2ed56.
The story for this feature was left in an incomplete state. It was never
the intention to unilaterally fold all information, only the ones that
did not contain relevant information. This feature does more harm than
good in its incomplete state.
- If Nvim was just started, don't create a new tab.
- Name the buffer "health://".
- Use "help" syntax instead of "markdown". It fits better, and
eliminates various workarounds.
- Simplfy formatting, avoid visual noise.
- Don't print a "INFO" status, it is noisy.
- Drop the ":" after statuses, they are already UPPERCASE and highlighted.
