Problem:    Crash when using ":mkspell" with an empty .dic file.
Solution:   Check for an empty word tree.

Problem:    Not enough characters accepted for 'spellfile'.
Solution:   Add vim_is_fname_char() and use it for 'spellfile'.

test: move oldtests to test directory (#22536) 
The new oldtest directory is in test/old/testdir. The reason for this is
that many tests have hardcoded the parent directory name to be
'testdir'.
