9a349f9f3e doc: Remove todo.txt
It's not documentation in the same sense as the majority of files in
runtime/doc, so is of little use to most users and should probably not
be installed alongside the "real" documentation.

It may be full of good ideas, but it's also full of things which are no
longer applicable to Nvim, such as references to platforms we no longer
support (e.g., MS-DOS), Vi compatibility, Autoconf, the Perl interface,
etc.

If someone is looking for things to fix or improve, the GitHub issue
tracker should prove useful, and, unlike todo.txt, the issues are
generally much more relevant to Nvim.  Besides all that, removing
todo.txt makes porting runtime patches a bit easier.

36e3f4f4c4 doc: Remove refs to dos(16|32), win16, and win95
This is primarily low-hanging fruit; there are still many references to
things such as MS-DOS throughout (see os_dos.txt).

5bc151c2a4 Remove unused 'if_[language].txt': Clean up
Regarding |script-here|: despite being a language agnostic piece of
advice, it was in `if_perl.txt`. Regardless, we now only have one
support for one legacy plugin interface, so put it in `if_pyth.txt`

This documents the differences between nvim and nvim.

Regarding the removal of references to 'renderoptions': it was never
added in the first place, so there's no need to mention its "removal".

Vim runtime files based on 7.4.384 / hg changeset 7090d7f160f7

Excluding:
  Amiga icons (*.info, icons/)
  doc/hangulin.txt
  tutor/
  spell/
  lang/ (only used for menu translations)
  macros/maze/, macros/hanoi/, macros/life/, macros/urm/
      These were used to test vi compatibility.
  termcap
      "Demonstration of a termcap file (for the Amiga and Archimedes)"
