feat(diagnostic): match(), tolist(), fromlist() #15704

* feat(diagnostic): add vim.diagnostic.match()
  Provide vim.diagnostic.match() to generate a diagnostic from a string and
  a Lua pattern.
* feat(diagnostic): add tolist() and fromlist()
