vim-patch:9.0.0886: horizontal mouse scroll only works in the GUI

Problem:    Horizontal mouse scroll only works in the GUI.
Solution:   Make horizontal mouse scroll also work in a terminal.
            (Christopher Plewright, closes vim/vim#11448)
