revert: "build: enable cmake workflow presets (#21860)"

This reverts commit 00a976129b.

Visual Studio fails the build if the CMakePresets.json version is too
high and the CMakePresets.json integration is enabled.

Closes https://github.com/neovim/neovim/issues/22608.
