vim-patch:9.0.1512: inserting lines when scrolling with 'smoothscroll' set

Problem:    Inserting lines when scrolling with 'smoothscroll' set.
Solution:   Adjust line height computation for w_skipcol. (Luuk van Baal,
            closes vim/vim#12350)
