Masahide NAKAMURA 558f82ef6e [XFRM]: Define packet dropping statistics.
This statistics is shown factor dropped by transformation
at /proc/net/xfrm_stat for developer.
It is a counter designed from current transformation source code
and defined as linux private MIB.

See Documentation/networking/xfrm_proc.txt for the detail.

* We don't chose to implement SNMP in the kernel (this would
* be silly as SNMP is a pain in the backside in places). We do
* however need to collect the MIB statistics and export them
* out of /proc (eventually)
