Takashi Iwai 887f9f0253 [ALSA] Remove ifdefs from OSS PCM emulation codes
Fix Makefile to compile files conditionally to CONFIG_SND_PCM_OSS_PLUGINS,
and remove unneeded ifdefs in these files.
