Impact: fix crash
xpc needs to pass the physical address, not virtual.
Testing uncovered this problem. The virtual address happens to work
most of the time due to the way bios was masking off the node bits.
Passing the physical address makes it work all of the time.

Use consistent names for region size and conherence id on x86 and ia64.
The SGI xp drivers are used on both ia64 and x86. Using the same
names (sn_coherency_id, sn_region_size) simplies the driver code.

Real-time code needs to know the number of cycles per second
on SGI UV. The information is provided via a run time BIOS
call. This patch provides the linux side of that interface.
This is the first of several run time BIOS calls to be defined
in uv/bios.h and bios_uv.c.
Note that BIOS_CALL() is just a stub for now. The bios
side is being worked on.
