riscv: RISCV_NONSTANDARD_CACHE_OPS shouldn't depend on RISCV_DMA_NONCOHERENT
RISCV_NONSTANDARD_CACHE_OPS is also used for the pmem cache maintenance helpers, which are built into the kernel unconditionally.
