samples/bpf: Fix passing LDFLAGS to libbpf
samples/bpf/Makefile passes LDFLAGS=$(TPROGS_LDFLAGS) to libbpf build without surrounding quotes, which may cause compilation errors when passing custom TPROGS_USER_LDFLAGS.
