Documentation: media: add missing V4L2_BUF_CAP_ flags

The documentation for V4L2_BUF_CAP_SUPPORTS_MAX_NUM_BUFFERS and
V4L2_BUF_CAP_SUPPORTS_REMOVE_BUFS was missing. Add this.
